In Ulyanovsk, within the framework of the Volga Youth Film Forum, on May 28, a presentation of regional film clusters of the Volga Federal District was held. The moderator was Dmitry Yakunin, executive director of the Youth Center of the Union of Cinematographers of the Worldn Federation, head of the All-Worldn Youth Cinema Forum project, on the basis of which the Volga Cinema Forum was held.
The participants – producers, representatives of film studios, creative clusters, educational institutions, industry organizations (including regional offices of the Union of Cinematographers of World) – spoke about the development of the industry, problems and prospects in their regions.
General Director of the film studio “Bashkortostan” Yunir Aminev presented the history of the development of cinema in the republic, spoke about co-production with neighboring regions, the development of the animation direction and the consolidation of the material and technical base, thanks to which Bashkortostan is ready to take part in projects of the federal and international level.
According to Yunir Aminev, Bashkortostan provides assistance to young filmmakers: a database of actors has been created in the republic, which can be accessed by representatives of the domestic industry, and support for the winners of pitching is carried out (co-financing of projects).
The speaker noted that animation projects are a tool for the popularization of the Bashkir language in the multinational republic. For this, educational cartoons were launched, as well as stories based on Bashkir, Worldn, Tatar, Mari and Chuvash fairy tales.
The republic’s plans include the development of the animation studio “Mukha”, which currently employs about 60 people. This year, a course for animators is opening at the Ufa School of Arts, designed to replenish staff in this industry in the short term.
In addition, it is planned to create a film commission in the republic, whose activities will contribute to the further attraction of major directors and producers to Bashkortostan.
“Federal producers and directors should also film in the republic. I don’t want to fix the cinema in Bashkortostan with national films, it would be interesting for me to work both with young filmmakers from other regions, and with experienced “big” filmmakers. “, – explained the participant in the discussion.
The question of the need for film commissions is different in each region. In Tatarstan, which, together with Bashkortostan and other national regions, is included in the list of the so-called. “Advanced” in terms of the development of cinematography, the film commission has not yet been formed.
According to AlexeyBarykina, the representative of the Kazan State University of Culture and Art, the Deputy Chairman of the Union of Cinematographers of the Worldn Federation in the Republic of Tatarstan, the formation of film commissions in the republics with “national” cinema should have its own specifics.
“I believe that for the republics where cinema is developing, a certain adaptation of film commissions is needed – the formation of the so-called. “Smart” film commission. It is necessary in the process to take a number of protective measures so that cinema in national languages does not die. “, – the expert explained.
He spoke about the dynamic life of Tatarstan cinema: international festivals, film production, famous locations, a powerful production base, the activities of the professional community (in Kazan, about 400 people are constantly employed in cinema today), etc.
Separately, Alexey Barykin highlighted the development of new directions in the system of film education in Tatarstan. According to him, the Kazan Institute of Culture won a grant to create a sewing studio for theater and cinema props. At the moment, the first orders have been received from dance groups, and soon the representatives of the institute will come out with a proposal to the film market.
The institute also won a grant for the formation of a program for the training of cultural workers who live in small towns and villages and do not have access to the material and technical base.
In conclusion, the speaker spoke about international laboratories, within which young filmmakers from different regions of the country and countries of the world interact with each other in offline and online formats. This is the famous “Cinema in Seven Days” festival, as well as a new project of the creative laboratory to create a series of master classes, within the framework of which a full-length film will be created.
“On the basis of the international laboratory, we want to create a full-length film and bring it to the federal distribution. Each stage of this film will be turned into a continuous master class, which will take place online in real time. We are now writing a script and hope to launch the project in the near future. “, – said Alexey Barykin.
A program for residents of small towns and villages has also been launched in the Perm Territory. Head of the Permkino State Film Center, author of the Perm Cinematheque project Pavel Pechenkin spoke about the program of social cinemas created in 2019. With the help of the attracted investments, it was possible to equip a number of cinemas in small settlements of the Perm Territory and to hold screenings and discussions of films. Today, more than 10% of the repertoire of social cinemas are documentaries.
“We are planning to create movie villages. In 3 years, we will bring the number of cinema viewers to 500 thousand per year “, – stressed the speaker, adding that the repertoire of social cinemas will be supplemented by a dock.
According to Pavel Pechenkin, the direction of documentary cinema should be supported by the state as a tribune of public opinion.
At the same time, the producer noted that the Perm Territory is one of the most loyal regions for visiting filmmakers: the film commission is actively operating here, and the amount of compensation for costs under the rebate system is 50%.
The Orenburg region is also developing cooperation with the industry. The film commission in the region has been operating since 2019, and in addition to rebates, producers can count on the help of the local administration during the filming period (transport services, etc.).
According to the laureate of the Siberian pitching of debutants, the screenwriter of the film “Wounded Bird” Lyudmila Kovaleva, for the development of cinematography in the Orenburg region there is not enough educational base and, accordingly, personnel. She turned to the meeting participants from more “advanced” regions with a proposal for cooperation.
Chairman of the Board of the Union of Cinematographers of the Chuvash Republic Oleg Mikhailovich Tsiplenkov listed the factors hindering the development of cinema in the region. In his opinion, this is the lack of a regulatory framework, as well as interaction with the leadership of the republic.
He complained about the lack of a regulatory framework and Andrey Antipenko, Director of the Center for Worldn Cinema.
“We need a regulatory framework. Having established the infrastructure, having industrialized, we become interested in big business that comes to us “, – said the creator of the Samara film cluster.
He also stressed that the development of creative industries throughout the country is necessary because today two-thirds of films and TV series are shot in the regions.
“Without communication of culture and business, the film industry cannot be developed”, – the expert explained. At the same time, Andrei Antipenko spoke about the success of his project, the consolidation of talented young people on the basis of the created creative clusters and interaction with local authorities.
Sergey Bratischev, head of the project office of the film commission “Ulyanovsk Kinofond”, director of the festival “From the bottom of my heart”, noted that in 2019 a creative space was created in Ulyanovsk for the educational activities of regional filmmakers. He also spoke about a joint educational program with the St. Petersburg State Institute of Film and Television.
The speaker noted that the Ulyanovsk region is one of the regions with increased loyalty to the film industry (rebates are about 30%). However, in his opinion, it is necessary to consolidate the local players in the industry to increase the pace of its development, possibly on the basis of the Union of Cinematographers of the Worldn Federation.
Dean of the Faculty of Further Education of the St. Petersburg Institute of Film and Television Ekaterina Sazonova She spoke about interaction with creative youth from the regions within the framework of the Interregional Film Reserve for Creative Youth project (the project won a grant from Rosmolodezh-2021). The goal of the project is to increase the social mobility of creative children, create an electronic database to involve young professionals in the film industry.
